Dr. Eberts received his Ph.D. in Economics from Northwestern University in 1978. Prior to assuming the role of Executive Director of the Institute in 1993, he served as Assistant Vice President and Economist at the Federal Reserve Bank of Cleveland. There he directed a research group that focused on issues related to labor markets, regional economic development, productivity, and public finance and also administered the Bank's three research publications.

Dr. Eberts also served as Senior Staff Economist on the President's Council of Economic Advisers (1991-1992), where he was responsible for policy issues related to unemployment insurance, job training, income distribution, education, and public infrastructure investment. Prior to joining the Cleveland Fed, Dr. Eberts was Associate Professor of Economics at the University of Oregon. There he conducted research funded by the National Institute of Education on the effects of teacher unions on student achievement and education costs.

Publications include Labor Exchange Policy in the United States (co-edited with David E. Balducchi and Christopher J. O'Leary), Targeting Employment Services (co-edited with Christopher J. O'Leary and Stephen A. Wandner), Wage and Employment Adjustment in Local Labor Markets (with Joe A. Stone); "Unionization and Cost of Production: Compensation, Productivity and Factor-Use Effects" (with Joe A. Stone) in Journal of Labor Economics; "Public Infrastructure and Regional Economic Development: A Simultaneous Equations Approach" (with Kevin Duffy-Deno) in Journal of Urban Economics; and Structural Changes in U.S. Labor Markets: Causes and Consequences (co-edited with Erica Groshen).

He has served on several advisory boards and committees, including most recently a committee of the National Academy of Sciences on infrastructure and economic development.
