Working Time in Comparative Perspective

A steady redistribution of working time occurred during the last two to three decades. Although the average number of hours clocked by workers changed little during this period, the manner in which the economy distributed working time was transformed. Hours became more polarized, with some workers working more, others less. In addition, as more women entered the labor force, they confronted issues -- such as the conflict between work and family responsibilities -- that influenced their labor supply decisions.

These concerns led many researchers to direct their attention to "flexible hours," methods such as job sharing and other nonstandard work arrangements used for facilitating flexibility in hours worked. In addition, researchers also became interested to how this increased flexibility impacts worker performance and productivity. This level of interest in working-time issues resulted in the conference from which the chapters in these two volumes were drawn. The conference, "Changes in Working Time in Canada and the United States," was jointly sponsored by the Canadian Employment Research Forum (CERF), the W.E. Upjohn Institute, and Statistics Canada. It was held in Ottawa, Ontario in June 1996.
