Programs and PlansLike many other statewide Michigan Works! areas, the Kalamazoo-St. Joseph office offers the following programs through contractors located in the two county area.Unemployment-to-WorkWIA Adult (Age 22 and older) ProgramContractors: Kalamazoo Regional Educational Service Agency/Employment Training Connections (KRESA/E.T.C.), individual trning institutions This program serves economically disadvantaged adults who are 22 years of age and older. Activities include self directed job search (core services); assessment and career planning, case management, individualized job development and job placement (intensive services); and occupational skills development and on-the-job training (training). WIA Dislocated Worker Program
The structure and goal is very similar to the WIA Adult program in terms of the core, intensive and training services. Eligibility includes employment termination or layoff due to a permanent closure or substantial layoff. Rapid response activities are funded with these monies and enable early intervention services to determine employee and company needs following notice of a company's impending layoff or closure. Joint Adjustment Committees (JACs) are also funded through special grants to assist labor and management with a joint process of transition during a large lay off or plant closure. WIA Youth (Ages 14 to 21) Program
This program focuses on economically disadvantage youth who are
14-21 years of age, in or out-of-school, who lack work experience or have
other barriers to employment. A minimum of 30 percent of the youth must
be high school dropouts or otherwise out-of-school. Activities include
year-round services that promote academics (tutoring and mentoring), occupational
training, supportive services, and summer employment opportunities that
are directly linked to academic and occupational training.
Food Stamp Employment and Training Program
This program's purpose is to provide work opportunities for food stamp only recipients who would otherwise lose assistance because of time limits for their food stamps. The program design includes job search/ job readiness training, placement assistance, work experience, educational/training programs and supportive services limited to $25 per month. Participation is voluntary. Work-to-WorkEmployment Service-ESContractor: KRESA/ E.T.C. The Employment Service is a self-service public employment information system available through Wagner-Peyser funds. The intent of this program is to help meet the special needs for the general population. Services primarily include labor market information and labor exchange. Job search skills, aptitude and competency testing, employment counseling, job development and customized recruitment are services available to special customer groups such as veterans, migrant seasonal farm workers, profiled claimants and individuals with disabilities. Sixty percent of the cost of providing technical and managerial training to qualified employers is made available through these State of Michigan competitive grants. Trade Adjustment Assistance (Act)/North American Free Trade Act (TAA/NAFTA)Unlimited
Designed to assist workers who are adversely affected by international commerce. Eligibility is determined by the U.S. Department of Labor on employer and plant specific requests. An array of re-employment services are provided with a majority of the monies funding training and relocation. Duration for training is 104 weeks. Partnerships for Adult Learning
A new initiative to develop and demonstrate performance-based adult education programs that accelerate learning rates, optimize cost-efficiency, and target student populations in our two county area. Adult Basic Education and English as a Second Language are the emphasis areas for instruction. Academic achievement is the primary goal for all participants.
