  • Study of Unemployment Insurance Exhaustees - (October 2001)
    (Left Out of the Boom Economy: UI Recipients in the Late 1990s)
    Purpose - This study examines the characteristics, labor market experiences, UI program experiences, and reemployment service receipt of UI recipients who began collecting UI benefits in 1998. One objective is to gauge the extent to which recent changes in the U.S. labor market may have affected the composition of UI recipients who exhaust benefits and to examine their postexhaustion labor market behavior. Another objective is to examine recipients’ experiences with the delivery of reemployment services and determine whether changes in the workforce development system have affected these experiences.

    Assisting Unemployment Insurance Claimants: The Long-Term Impact of the Job Search Assistance Demonstration - (February 2000)
    Purpose - To test the feasibility of implementing job search assistance programs and to measure their effectiveness in promoting rapid re-employment and reduced UI spells among UI claimants.

    The Lifelong Learning Demonstration - (June 1999)
    Purpose - To test strategies for promoting continuing education and training among mature incumbent workers (individuals age 25 and over with recent work experience). The demonstration included designing and testing a targeted public information campaign promoting lifelong learning to mature incumbent workers in the Greater Baltimore area.

    Evaluating the Effectiveness of Active Labor Programs
    in Hungary
    - (November 1998)
    Purpose - To discern the net impact on employment and earnings for five main active labor programs, also the net effect of ALP participation on receipt of unemployment insurance.

    Evaluating the Effectiveness of Active Labor Programs
    in Poland
    - (April 1998)
    Purpose - To discern the net impact on employment and earnings for five main active labor programs, also the net effect of ALP participation on receipt of unemployment insurance.

    JTPA Standardized Program Information Report
    Purpose - The US Department of Labor (DOL) used the JTPA Standardized Program Information Report (SPIR) to obtain information about individuals participating in programs under Title II-A, Section 204(d), Title II-C, and Title III of the Job Training Partnership Act.

    Evaluation of Short-Time Compensation Programs - (March 1997)
    Purpose - To study whether participation in short-time compensation programs affected firm layoff behavior; whether increased STC use would threaten the solvency of UI trust funds; and to examine the perceptions and experiences of firms using STC.

    The Washington Reemployment Bonus Experiment - (1992)
    Purpose - This project observed the impact of bonus offers on duration of unemployment, cost of UI compensation, earnings, and job quality.

    The Pennsylvania Reemployment Bonus Demonstration - (September 1991)
    Purpose - This field experiment sought to determine the impact of reemployment bonuses on the duration of unemployment, UI benefits received, employment, and earnings.

    The Illinois Unemployment Insurance Incentive Experiments - (February 1987)
    Purpose - To determine: 1) Whether incentive payments to claimants influence their job search behavior; 2) Whether incentive payments to employers influence their hiring behavior; 3) Whether incentive payments paid either to claimants or employers reduce the duration of insured unemployment; and 4) Whether incentive payments are an efficient means of reducing the flow of benefits from the UI Trust Fund.

    An Analysis of UI Recipients' Unemployment Spells - (1983)
    Purpose - To evaluate how information collected by the Unemployment Insurance Service under the Continuous Wage and Benefit History System can be used to analyze UI recipients' unemployment experiences.

    Continuous Longitudinal Manpower Surveys
    Purpose - The U.S. Department of Labor used the Continuous Longitudinal Manpower Survey (CLMS) data to measure the effectiveness of programs under the Comprehensive Employment and Training Act (CETA) and to evaluate the impact of CETA on participant earnings.

    The National Job Corps Study - (1994-1995)
    Purpose - The U.S. Department of Labor sponsored the National Job Corps Study to examine implementation, measure the program's impacts on participants' employment and related outcomes, and assess whether the value of the program's benefits exceeds its costs.

    The National JTPA Study - (1993)
    Purpose - The National Job Training Partnership Act (JTPA) Study examines the impact of Title II-A of JTPA on participants' employment, earnings, and welfare receipt.
